Will老师，这句话promote the conservation of capital and the build-up of adequate buffers above the minimum that can be drawn down in periods of stress，是不是就是指的那个强制的2.5%的CCB buffer对吗，然后这个minimum是不是就是说的那个一级核心资本4.5%

姚奕这里的consevation buffer有个大前提，就是提高银行抵御风险的能力，所以在minium之上的要求都是。当然区分为两个consevation buffer，第一个可以理解为是固定的，即2.5%，第二个是和经济周期关联的（逆向），在0-2.5%之间。所以I和II都对。
minium指的是原来baselII中的资本要求，主要是8%，另外，4%和6.5%也是最低要求，都要满足。
