请问老师：视频课讲的是，政府的2个选择，听起来似乎选择P=MC是更好的，因为Q更大，社会总福利更高。如果定为P=ATC，企业没有超额利润，不愿意长期持续。 而且课件中有一句关于P=MC的描述：which is also referred to us efficient regulation.难道不是P=MC更被政府倾向吗？
