机构的主要目标是保持真实的购买力，即抗通胀。
而策略2只是在平滑spending的金额，只要产生的回报够高，是能够实现主要目标的。endowment的spending并不是法律义务，因此给不出可以不给，这一点完全不影响抗通胀。
相比较而言，策略3是降低风险，这样预期回报就会越低，回报越低就越有可能无法抗通胀。显然策略3是更不可能的。
