他的意思就是指保险公司的业务在一段时期内的波动。一段时间行情好，一段时间行情又不好。简单来理解就是保险公司业绩表现的好与坏的这种周期性。
承保周期在表现差的时候，肯定会影响保险公司利润的。而保险公司业绩好与不好，又是跟行业竞争相关的。竞争大，就不好做，保险公司业绩就差，利润就好。
