这部分是说，债券评级机构一般会对公司债设定一个sovereign ceiling，也就是国家上限。

比如说某个国家的评级是AA，那么这个时候这个国家的公司，不管本身多好，可能也就只能是AA的评级。所以对于emerging market来说，好债券也只能是 lower portion of the investment-grade rating。也就是比较差的投资级债券。不太可能评到AAA的。
