有没有限制只是影响TC的其中一个因素而已，不是说没有限制了TC就等于1 了。
TC的定义是：measures the degree to which the investor´s forecasts are translated into active weights, called the transfer coefficient ，意思是基金经理把预测的转化为实际的一个程度，所以有没有权重的限制只是其中的一个考量因素。
