原版书给的解释是The Coase theorem states that if an externality can
be traded and there are no transaction costs, then the allocation of property rights
will be efficient and the resource allocation will not depend on the initial assignment
of property rights.

有一个经典的例子，工厂排污会产生坏的外部性。在没有谈判费用的情况下，如果排污权归周围居民所有，那么居民就会对工厂收费才让工厂排污。工厂成本上升就会减少排污。如果排污权归工厂所有，那么居民会给工厂钱以求工厂减少排污。最终结果都是工厂减少了排污，与内部是如何分配的没有关系。
