notes payable是付息债务，属于short term debt的部分，不算在WCINV中，WCINV是指(current asset-cash)-(current liability-short term debt)。因此WCINV中是不包含notes payable的。

另外
current asset-cash可以理解为account receivable + inventory，而current liability-short term debt也可以理解为主要是account payable，所以从这里来看他是不受short term debt的影响的。因此FCFF不受影响。

但是notes payable增加net borrowing是会增加的，所以会影响FCFE。
