陈同学20 题，我觉得答案的描述是错误的，请老师看下我的分析。 首先WRB的成员全部由政府指定，说明WRB没有被政府授权 所以不是independent regulators。然后funding 与unfunding 是用来区别判断 SRO或者Non SRO。 好像答案的逻辑和我刚好是相反的

Sophie同学你好，成员由政府制定，说明WRB就是政府组织，就是created by statute,
所以不是independent.independent通常都不是由政府funding的。independent
包括sro 和 non-sro,不是通过funding 判断。
