题目大意：一个券商为Carter（基金公司人员）提供新的服务——费用更低，但只执行交易。这与之前传统的服务不同，之前的服务-更全面，不仅帮客户交易，还提供研究报告。

券商为了吸引Carter的客户，将从新服务当中收取的一部分佣金用于提高传统服务上。

Carter一直都对该券商的服务很满意，而且这个券商提供的新型服务的费用低于市场禁止“软美元”交易的产品（禁止软美元交易，是说没有将收取的佣金用于研究服务）。

这题考察的是Standard III(A)-Loyalty，prudence and care。该准则要求members and candidates为客户争取最大利益。现在这个券商提供的服务又好又便宜，所以Cater可以为自己那些——不使用“软美元”服务的客户安排该券商提供的新型服务（费用低，只帮客户交易）。
