Johnny同学你好，regulatory filing是向监管机构所提交的报告。这部分其实是原版书的原话：in some cases, regulatory filings and consultations in response to proposed regulations identify at least some of the “unintended consequences” prior to the implementation of the regulations.而教材也没有进一步说明为何为如此，那么就只记个结论即可。
