A选项可以这样理解。书上说Cooperation is the process by which countries work together toward some shared goal or purpose。合作是为了共同的目标。但是A选项这种答案举了个例子巴拿马运河，巴拿马政府是依靠地理位置征收过路费。换句话说不缴费就不让通过，是非合作的一种表现。而且巴拿马政府的目的是收费，其他国家从这里经过货运的目的是方便贸易，很明显没有work together toward some shared goal or purpose


在365页里有提到Political cooperation versus non-cooperation is only one lens through which geopolitical actors engage with the world。政治合作依旧是有关地缘政治的，只不过因为合作与非合作是站在各国政府角度，所以直接用了政治合作与非合作这个词。
