这里的意思是说如果适用less strict国家法律，less strict国家法律要求遵守more strict国家法律，那么遵守more strict国家法律。
如果适用more strict国家法律，但more strict国家法律要求遵守less strict国家法律，此时如果less strict国家法律要求没有Code and standard严格，则遵守Code and standard。
