指的是国债利息。A国发行国债，同时拥有B国国债，那么自己国家要支付的国债利息减去要收的B国国债利息就是净利息支付。
如果一个国家付不起利息了，就跟一个企业付不起利息了一个结果，评级会恶化，那么这个企业要想再发新债融资就不容易了，要付给债权人更高的利息才行，别人才愿意借钱给企业。
