WACC中cost of debt跟cost of euity原版书中出的解释是：
the cost of debt for an issuer is the debt investors´s required rate of return on debt financing
the cost of equity for an issuer is the equity investors´s required rate of return on equity financing.
所以说还是要结合题干，判断要求回报率是多少。
一般题目中不会同时出现过去，现在，未来三种rate。（出现了你说的情况那一般就用target了）
