关键是判断这些family account是视为client account,还是视为员工个人账户。如果是client, 根据IIIB，公平对待。
有两个判断维度
一是根据交费，normal fee paying 是client, non fee paying视为员工个人账户。
二是beneficiary onwer, 如果员工在该账户中有受益权，则视为员工个人账户。
