是的。虽然一般我们认为发行的总股数大部分都是可以自由交易的流通股（outstanding）。
但是如果要强调公众可以没有任何限制交易的股份，我们一般可以用float表示，所以我们说的Float-Adjusted Market-Capitalization Weighting，就是在outstanding的股票中，找到真正没有交易限制的(float)的部分来编制指数。

所以你可以理解为float的股份是outstanding股份的一部分。
