target independence，the central bank defines how inflation is computed, sets the target inflation level, and determines the horizon over which the target is to achieved.也就是说，央行可以定义了通货膨胀的计算方式，设定了目标通货膨胀水平，并确定了实现目标的期限。也就是说，一定是先可以决定目标的通胀水平，然后根据这个水平来确定实现目标的期限。
而一些央行不具有目标独立，是因为那些国家是由政府决定的通货膨胀的定义和水平，因此他们只有Operational independence 。因此据此判断，该题目中的央行不仅具有Operational independence还具有target independence。故选项A是正确的。

就那个题目描述和target independence完全一模一样，从哪里可以体现出operational independence。视频解析时说是因为可以自己确定horizon但是从定义上来看这点属于target。或者从你的解答来看做题时是否可以认为operational是target的基础，达到target independence一定会有operational independence呢？
