但是规定又说知名机构可以不需要注明引用，是因为世界银行和央行不在这个范围么？

他并没有说是直接引用的，而是uses statistical data he obtains from the websites of the World Bank and the central banks of various countries in his research reports用在了自己的研报中属于二次加工
