First, the exchange rate between any two currencies would be credibly fixed. This would eliminate currency-related uncertainty with respect to the prices of goods and services as well as real and financial assets. 
Second, all currencies would be fully convertible (i.e., curren¬cies could be freely exchanged for any purpose and in any amount). This condition ensures unrestricted flow of capital. 
Third, each country would be able to undertake fully independent monetary policy in pursuit of domestic objectives, such as growth and inflation targets.
