Bingo同学你好。Gubler违规是因为：
按照mandate（指令），只能交易高流动性的，但是他现在投资的是风险投资，有一个很长的封锁期，那么流动性就不好了，前后矛盾，所以违规。
mandate指令：比如一只mutual fund，共同基金，有很多很多投资者买，基金的指令可能是只投资钢铁板块，那么基金经理遵照mandate就可以了；如果个别客户提出投高科技板块，基金经理可以不听的，只要符合mandate就好了。
