吴慧敏premium level service is okay, if not disadvantage or negatively affect other clients.
着重看IF之后的条件，如果没有对其他客户不利，明码标价差别化服务是可以的。
但是题目中所说的“executed earlier than other clients”明显损害了其他客户的利益，disadvantage other clients，所以即使披露了，也是违反了fair dealing
