overhead是指费用或者运营费用。
企业为使存货达到可销售状态前的全部支出。当该成本发生时需要被当成资本化并计入存货成本。
而期间费用，Abnormal waste of materials, labor, or overhead; Storage costs (unless required as part of production); Administrative and selling expenses. 这些不属于某个特定产品的成本的费用，不能被列入存货成本。

除非这里题干说明warehouse cost是在生产中产生的，一般情况下看到administrative cost都是被费用化的。
