statutory rate是法定税率，题目给多少就是多少。法定税率用于计算：tax payable=taxable income×法定税率
effective tax rate是有效税率，是用利润表里的tax expense÷EBT=effective tax rate，
而tax expense=tax payable+ΔDTL-ΔDTA
